Frankie is a pigeon with a thick New York accent. He was first seen taunting Max about not catching a bird in Launchtime.

He makes a minor appearance in The Lost Treasure of the Golden Squirrel where he gives Private a silk feather called the crystal feather.

He also serves as the antagonist in the episode In The Line of Doody, where he tried to "Drop one" (a.k.a. deficate) on the Commissioner's suit, leading him and Skipper to battle over the Commissioner's safety. In the end however, Frankie meets his own fate when Skipper fires a "Pigeon-Proof" vest, covered in Frankie's own blueberry-covered excrement at him.
